Federal Shutdown Forces Closure of Tennessee Rehab Center

Written By Lexx Thornton

The ongoing federal government shutdown has forced the abrupt closure of the Tennessee Rehabilitation Center (TRC) in Smyrna, displacing adult students with disabilities and creating immediate distress for families. Video footage obtained by NewsChannel 5 Investigates showed the chaotic scenes outside the campus this weekend, with families rushing to pick up students, some of whom were visibly in tears as their belongings were packed.

The state-run TRC specializes in providing vocational, functional learning, and foundational skills to adults, including those who are blind or visually impaired, with the goal of preparing them for employment.

The Tennessee Department of Human Services (DHS), which operates the facility, confirmed the temporary closure in a statement:

“Due to the ongoing federal government shutdown, in-person services and learning at TRC-Smyrna will be closed to students temporarily beginning Monday, October 20. Students and families have been notified that students should prepare to be off campus by 8:00 p.m. on Saturday, October 18, and take all belongings home with them.”

To mitigate the disruption, the TRC administration stated they would provide virtual services and learning opportunities to keep students engaged while off campus. Students were instructed to take their laptops home to continue their lesson plans remotely. The DHS statement did not clarify how many students are local residents versus those who travel from distant counties to attend the residential facility.

The sudden closure of a state-operated program due to a federal shutdown raises significant questions regarding the funding structure and essential dependency of the TRC. NewsChannel 5 Investigates has submitted inquiries to the DHS seeking clarification on why a state facility is unable to sustain operations despite the political stalemate in Washington.

The shutdown, which has now entered its third week, remains one of the longest in U.S. history, with Democrats and Republicans showing no clear path toward an agreement to restore funding. This political deadlock continues to impact critical services across the country, with programs like the Tennessee Rehabilitation Center bearing the devastating human cost.

This is a developing story, and we will provide updates as soon as the Department of Human Services responds to our inquiries.
